Mr. Paris joined the Town of Midland on June 1, 2015.  His career spans fourteen years of public-sector executive experience within North Carolina.  Under North Carolina General Statute 160A-148 he serves as the chief executive with power to appoint, suspend, or remove all officers and employees; and to direct and supervise the administration of all departments, offices, and agencies of the local government.  He serves as the town's purchasing agent for all municipal departments.

During Mr. Paris' tenure, the Town of Midland has expanded its tax base through 26 voluntary annexations totaling 1,735.8 acres of new territory for the town. 
Since 2016, town's tax base has grown 44.77% and the town now abuts the Mecklenburg County line.  Midland is now 2.5 miles from the Charlotte city limits and 13.5 miles from Uptown Charlotte at the corner of Trade and Tryon.

Midland is home to Corning's Charlotte Region Fiber Optic Manufacturing Facility, which recently announced a $109M/200 job expansion to become the largest fiber-optic manufacturing plant in the world.  The town also recently landed Intertape Polymer Group's first advanced manufacturing facility in NC, a $49M investment along the Carolina Aberdeen Rail Line, after a lengthy competition with SC.  During FY19-20 Midland landed 150 jobs with the relocation of the Mid-Atlantic regional office of Sealand Contractors.  In FY20-21, the town landed the headquarters of Pinnacle Cranes as they were looking to move out of Charlotte.

Midland is home to a 5 mile kayak blueway on the Rocky River that was highlighted by Our State Magazine as one of the top 5 under the radar kayaking spots in NC.  The blueway is part of the larger regional Carolina Thread Trail project that includes a 1.7 mile greenway trail along the Rocky River for running and walking.  This is in addition to 4 miles of walking and bicycling trails located at Rob Wallace Park in Midland, a 160 acre facility that is the largest park in Cabarrus County.

Mr. Paris holds a Bachelor degree in Political Science from UNC-Chapel Hill and a Master’s Degree in Public Administration from the UNC-Chapel Hill School of Government.  In addition, he was certified in Human Resources Management by Duke University and High Performing Organizations by the Weldon Cooper Center for Public Service at the University of Virginia.

Mr Paris serves on the Board of Directors of the Cabarrus Economic Development Corporation, Cabarrus-Rowan Metropolitan Planning Organization, and the Centralina Council of Government Regional Managers Committee.
